Command and Control Process Analysis Tool

Command and Control Process Analysis Tool (C²PAT) presents a functions analysis and conceptual architecture tool, to identify the processes, the information elements, and their aggregation as a network of cooperating agents. The tool evaluates the elements of cost, as well as Measures of Effectiveness and Performance (MOEs/MOPs) such as system responsiveness, information quality information aging, functional survivability, and back up modes. The tool is used at the early stages of the development of Command and Control systems, to help determine, the size, complexity, optimum functional architecture, and cost of the system, its relations with other systems as well as to providing early evaluations its contribution to increasing Air Force war-fighting capabilities and SMC transformation efforts.
